Funding Origin
Regarding the sources of the MSI funds, these have mainly come from fiscal funds assigned to the Ministry of Planning (Mideplan), which were slightly constant since 2003, even though a small and increasing financing begins to flow from the Bicentennial Program of Science and Technology in 2004 (PBCT, an agreement between the World Bank and the Chilean Government managed by the National Commission for Scientific and Technological Research, CONICYT), which ends in 2008.
The most important factors which lead to strengthening the MSI ocurred were the resources allocated by the Fund of Innovation for Competitiveness (FIC), which arose from the Mining Specific Tax. These enabled the creation of two new Science Institutes and two new Science Nuclei. Funds from this source came to represent 27% of the total MSI budget.
