Executive Report of the "Scientific Productivity 2000 - 2008 of the Millennium Science Initiative Research Centers and its Evolution"
The objective of this consultancy was to study the scientific productivity and the impact between 2000 and 2008 of the Institutes and Nuclei of the Millennium Science Initiative, created in 1999. The report was developed jointly by “Asesorías para el Desarrollo S.A.” from Chile and “Innovos Group S.A” from Argentina, creating an interdisciplinary team that gathered complementary approaches in the social, economic, scientific and technological spheres.
The consultancy was performed in two parts: first, the methodology to periodically evaluate and monitor both the productivity and the efficiency of the MSI program was developed. To do so, indicators for each of the four components of the MSI Program were defined: cutting-edge scientific and technological research; training of young scientists; collaboration and networking with other scientific centers within the country, the region and worldwide; and outreach activities. Second, a comparison was made between the scientific performance of the MSI Centers before, during and after their operational period and in relation to a “control group”.
The main sources of data were: technical evaluations performed by the MSI, annual memoires of the MSI Centers, bibliographic information sources such as Web of Sciences-ISI Web of Knowledge and CVs of the Associate Researchers.
